Allow merchant to select different shipping option

We would like the ability to send a label to the customer when the return is due to a mistake on our part. For example, if we sent the wrong item or the product is damaged, then we pay for the shipping to return the item. We'd like the ability to offer this and to change the option selected by the customer, but we don't want to have it selectable by the customer.
